Organisational context

 Development and Empowerment for Humanity (DEH) is a non-governmental and non-profit organisation founded in 2004 and based in Somalia to work with communities to break the vicious cycle of poverty through innovative community-owned solutions to achieve long-term wellbeing. At DEH, we believe that the local communities are experts in their situations. Therefore, empowering and working with them is key to achieving sustainable economic progress, inclusive society, and environmental security. For the past 17 years, DEH has strengthened rural livelihood assets through innovative humanitarian initiatives, continuous community training, and knowledge transfer. We have responded to several humanitarian emergencies in South and Central Somalia by providing aid to the population affected by conflicts and natural crises with emergency relief, health care, nutrition services, clean water, and sustainable socio-economic programs in a multi-sectoral based approach. 

With Funding from Somalia Humanitarian fund (SHF), DEH is implementing a project titled: Strengthen safe access to multi-sectorial services, community self-management, and access to information through CCCM service with the improved living condition for displaced people in the Cadaado, Abudwak, and Dhusamareeb/Guriceel districts. The overall project’s objective is to enhance site-level coordination, service delivery, access to basic services and commodities, and protection for internally displaced persons (IDPs) residing in Dhusamareb/Guriceel, Cabdudwak, and Cadaado.


Roles and responsibilities

 

·   Coordinate/develop/update agreed response strategies and action plans for the cluster/sector and ensure that these are adequately reflected in overall the state strategies

·       Involve all relevant partners in site needs assessment and analysis

·      Identify gaps and duplications – assess, verify, and map emerging assistance needs and protection issues

· Support selection, planning and development of communal settings in collaboration with, site planners and with national actors

·    Ensure adequate reporting and effective information sharing to DEH program manager and amongst all partners including camp managers, sector leads, National/local authorities

·     Ensure appropriate links with national and local authorities, State institutions,
local civil society and other relevant actors and ensure coordination and
information exchange.

·    Organize affected population’s participation in communal setting governance and community mobilization, with particular emphasis on women’s decision-making role and on persons with specific needs (such as the elderly and disabled)

·    Promote and support relevant CCCM training, local government officials, camp managers and members of displaced and host communities

·    Implement site closure strategies and ensure rehabilitation of areas formerly occupied by camps or collective centers.

·  Ensure integration of CCCM elements into transition and early recovery Frameworks Coordination

·     Ensure appropriate coordination with all humanitarian partners as well as with
national authorities and local structures.

·    Define the nature and extent of overlap and coordination between CCCM and other clusters/sectors particularly Shelter, Protection and WASH.


Qualifications & Experience Required Education

· Bachelor’s in public administration, Project management, Community development, or a relevant field. Master’s Degree in Public Administration or a relevant field would be an asset.

·   Minimum 2 years of experience in international and/or local NGO; ideally involved in the direct implementation of field-level humanitarian assistance.

·   Experience in community services, education, women empowerment, youth activities, protection, distribution, or registration.


Expected competencies    

   

·    Demonstrated field experience working in camps or other communal settings

·    Practical knowledge of the cluster approach

·     Strong interest and motivation in inter-agency coordination

·     Experience with strategic planning, funding mobilization and advocacy

·   Demonstrated understanding of emergency programming, needs assessment and program monitoring

·      Solid analytical and drafting skills

·  Flexibility, diplomacy, leadership, cultural sensitivity and team-spirit are important personal features.

 

Language proficiency

Working knowledge of English and Somali language.
