Social Protection Programs

The Federal Government of Somalia defines social protection as “government-led policies and programs, which address predictable needs throughout the life cycle in order to protect all groups, and particularly the poor and vulnerable, against shocks, help them to manage risks, and provide them with opportunities to overcome poverty, vulnerability, and exclusion.”

The Federal Government of Somalia developed the first Social Protection Policy. Eventually, the framework is a political milestone for Somalia that begins weaving the fabric for the social contract between the government and the people of Somalia. The policy cuts across sectors and is ambitious in its view of the future to match the expectations of the Somali people.

Development & Empowerment for Humanity (DEH) is implementing the Baxnaano project, Shock responsive safety nets for human capital (SNHCP), with a partnership with World Food Programme (WFP).  The Projects seeks to address 2922 poor and vulnerable households food security needs in Hobyo district of the mudug region through unconditional cash transfers and establish the critical building blocks of the national Shock responsive safety nets system.
