- ORGANISATIONAL BACKGROUND
Development and Empowerment for Humanity (DEH) is a Somali-led humanitarian and development NGO headquartered in Mogadishu, with field operations across Galmudug State. Founded in 2004, DEH works across five pillars — Health, Nutrition and WASH; Food Security and Livelihoods; Protection and Gender; Child Protection and Education; and Women and Youth Empowerment — in partnership with WFP, UNICEF, Save the Children, the Gates Foundation, ECHO, SHF/CBPF, FAO and OCHA.
- POSITION SUMMARY
The Field Officer will be based in Dhusamareb and will serve as DEH’s primary point of coordination for Galmudug, representing the organisation in cluster and government coordination fora, supporting Area-Based Coordination (ABC) engagement, and overseeing health and nutrition supply reporting, dispatch planning and stock management for DEH field operations in the region. The role is central to ensuring coherent, well-coordinated, and properly resourced implementation of DEH’s health, nutrition, WASH and protection activities in Galmudug.
- KEY RESPONSIBILITIES
- COORDINATION AND REPRESENTATION
- Represent DEH in Galmudug-level cluster coordination meetings for Health, Nutrition, WASH, and Protection (including Child Protection), ensuring DEH activities and gaps are accurately reported.
- Serve as DEH’s focal point for Area-Based Coordination (ABC) mechanisms in Galmudug, sharing information on DEH’s presence, coverage, and response with the wider humanitarian community.
- Maintain regular liaison with Galmudug State government counterparts (e.g. Ministry of Health, line ministries, regional and district administrations), ensuring DEH activities are aligned with local authority priorities and approvals.
- Build and maintain working relationships with UN agencies, cluster leads, other NGOs, and community stakeholders operating in Galmudug.
- Represent DEH at inter-agency assessments, coordination missions, and joint field visits as required.
- HEALTH AND NUTRITION SUPPLY REPORTING
- Compile and submit accurate, timely health and nutrition supply reports in line with donor and cluster reporting requirements (e.g. WFP, UNICEF).
- Track supply pipeline status and flag anticipated shortages, delays, or discrepancies to the Field Coordinator and relevant technical leads.
- Support facility- and site-level data collection on commodity availability and consumption.
- SUPPLY DISPATCH PLANNING AND FOLLOW-UP
- Plan and coordinate dispatch of health and nutrition supplies from Dhusamareb to field sites across Galmudug, in line with distribution schedules and programme needs.
- Follow up on dispatch execution, confirming receipt at destination sites and resolving transport or documentation issues.
- Coordinate with logistics and warehouse focal points to ensure dispatch planning reflects accurate stock levels and site-level demand.
- MONTHLY CONSUMPTION AND STOCK REPORTING
- Prepare and submit monthly consumption reports and stock status reports for health and nutrition supplies across supported sites.
- Reconcile stock records against dispatch and consumption data, escalating discrepancies for timely resolution.
- Maintain organized, audit-ready documentation of supply movements, consumption, and stock balances.
- TECHNICAL REQUIREMENTS
EDUCATION AND EXPERIENCE
- Bachelor’s degree in Public Health, Nutrition, Medicine, Nursing, Pharmacy, or a related field (a relevant diploma with substantial equivalent experience may be considered).
- Minimum 3 years’ experience in health and/or nutrition programming in a humanitarian or development context, including at least 1–2 years in a field coordination or supply-related role.
- Demonstrated experience with health/nutrition supply chain processes: dispatch planning, stock management, and consumption reporting.
- Prior experience engaging in cluster coordination mechanisms (Health, Nutrition, WASH, Protection/Child Protection) and/or Area-Based Coordination structures is strongly preferred.
- Experience liaising with government health authorities and local administrations in Somalia.
TECHNICAL AND PROFESSIONAL SKILLS
- Working knowledge of health and nutrition commodity management, including cold chain basics, LMIS/stock cards, and standard reporting formats used by WFP/UNICEF and cluster partners.
- Familiarity with Somalia’s humanitarian coordination architecture (clusters, ABC, OCHA-led mechanisms) and key health/nutrition indicators.
- Strong analytical and reporting skills, with proficiency in Microsoft Excel and Word for consumption tracking and report writing.
- Sound understanding of humanitarian principles, protection mainstreaming, and safeguarding, including basic child protection referral awareness.
- Strong coordination, representation, and interpersonal skills, with the ability to engage confidently with government, UN, and NGO counterparts.
- Fluency in Somali and working proficiency in English (spoken and written) required.
- Ability and willingness to travel frequently within Galmudug, including to hard-to-reach districts.

- WORKING RELATIONSHIPS
- Internal: Field Coordinator/Programme Manager, Health & Nutrition technical leads, Logistics/Supply Chain team, MEAL team.
- External: Galmudug State line ministries and district authorities, cluster co-leads (Health, Nutrition, WASH, Protection/Child Protection), ABC focal points, UN agency and partner NGO counterparts.
